This report is a “not-for-attribution” summary of the presentations and discussions and as such reflects the statements, questions, answers, recommendations, proposals, and counter-proposals made in the ISGP documents and by participants throughout the entire Global Perspectives conference.

The summary serves to identify specific points that merit consideration in a wide range of policy discussions.  The international nature of the conference offers opportunities to consider non-US perspectives on how policies can be structured to be more effective worldwide.  It also documents how the comprehensive, ongoing series of such conferences proposed by the ISGP can be used to comprehensively examine any one or all of the S&T topics discussed.

**Held under the Chatham House rule where all comments were made without attribution.
